                অর্থ-বিত্ত

অর্থ এবং বিত্ত দু’টি আলাদা শব্দ হলেও একটির সাথে অন্যটি অঙ্গাঙ্গি ভাবে জড়িত। বলা যায় অর্থ ছাড়া বিত্ত চিন্তা করা যায় না। অর্থনৈতিক স্বাবলম্বিতার উপর নির্ভর করে বিত্ত। সত্যিকার অর্থে অর্থ ছাড়া বিত্ত কল্পনা করা যায় না। বিত্ত সকল সময়ই অর্থের সাথে সমন্বয়যুক্ত বা পরিমাপক। যাঁর অধিক পরিমাণে অর্থ আছে তিনিই অর্থনৈতিক ভাবে বিত্তবান বা বিত্তশালী। অর্থ একজন মানুষকে যেমন ভাবে সামাজিক ভাবে তাঁর স্থান কোন পর্যায়ে পড়ে তা নির্ধারণ করে। তাই অর্থহীন মানুষকে কখনও বিত্তের আওতায় আনা যায় না, তাঁরা মূলতঃ বিত্তহীনই থেকে যান। প্রাসঙ্গিক ভাবে উল্লেখ করা যেতে পারে একজন দিনমজুরকে কখনও বিত্তবান বলা যাবে না। তবে তিনি যদি তাঁর শারিরীক কায়িক পরিশ্রমের মাধ্যমে অর্থনীতির চাকাকে সচল করে আর্থিকভাবে স্বাবলম্বী হতে পারেন তবে তখন তাকে বিত্তের কাতারে নেয়া যায়। তাই অর্থনৈতিক উন্নতির সাথে সাথে একজন মানুষের বিত্তের পরিমাপক দিন দিন বৃদ্ধি পায়, যেমন আর্থিক ভাবে বিত্তবান বা বিত্তশালী। তাই যিনি আর্থিক ভাবে যতটা সফল তাঁর বিত্তটাও অর্থের সাথে সংগতিপূর্ণ। আসুন জেনে নেয়া যাক অর্থ এবং বিত্ত মূলতঃ কি?
অর্থনীতির সংজ্ঞা হতে জানা যায়, বিনিময় করার মাধ্যমকেই অর্থ বলা হয়। মূলতঃ অর্থ একটি বিনিময়ের মাধ্যম যা সবার কাছে গ্রহণযোগ্য, যা দ্বারা দ্রব্য ও সেবা ক্রয়-বিক্রয় এবং সব ধরনের লেনদেন সম্পাদন করা যায়। মোটকথা যা বিনিময়ের মাধ্যম, সঞ্চয়ের ভাÐার, মূল্যের পরিমাপক হিসেবে কাজ করে, তাকেই অর্থ বলে। দেশ ভেদে এ অর্থকে বিভিন্ন নামে অবহিত করা হয়, যেমনঃ টাকা, রুপি, ইয়েন, পাউন্ড, ডলার। বর্তমানে বিশিষ্ট অর্থনীতিবিদগণ সারা বিশ্বের অর্থ এক করার জন্য একটি নিদির্ষ্ট নাম নিয়ে প্রবর্তন করার চিন্তা করছেন। যেটি মূলতঃ পকেটে বা ব্যাংকে রাখার পরিবর্তে অনলাইন ভিত্তিক থাকবে যেখান থেকে সহজে আদান প্রদান করা যাবে ‘অর্থ এমন একটি জিনিস যা সবাই সাধারণভাবে দেনা-পাওনা মেটাতে এবং ঋণ পরিশোধ করতে ব্যবহার করে থাকে। 
অর্থনীতিবিদগণের মতে, অর্থের কাজ দ্বারাই অর্থের পরিচয় মিলে। এদিক থেকে বলা যায়, প্রাচীনকালে মানুষের কোন মুদ্রার প্রচলন ছিলো না, তখন একজন মানুষ অন্যজনের বস্তু বিনিময়ের মাধ্যম ও দেনা-পাওনা মেটানোর উপায় হিসেবে সবার কাছে গ্রহণযোগ্য ছিলো। পরবর্তী সময়ে অর্থনীতির চাকাকে সচল রাখার জন্য বিভিন্ন প্রকার মুদ্রার প্রচলন করা হয়, যা মূল্যের পরিমাপক ও সঞ্চয়ের বাহক হিসেবে কাজ করে। 
আধুনিক অর্থনীতিতে অর্থের গুরুত্ব অপরিসীম। অর্থ যে কেবল বিনিময় প্রথার অসুবিধা দূর করেছে তা নয়, বরং সমাজের উৎপাদন, সঞ্চয়, ভোগ-বণ্টন সর্বক্ষেত্রেই অর্থ গুরুত্বপূর্ণ ভূমিকা পালন করে। ‘অর্থের ব্যবহার ছাড়া আধুনিক সভ্যতার কথা চিন্তাও করা যায় না। 
বিশিষ্ট অর্থনীতিজ্ঞ অধ্যাপক মার্শালের মতে, ‘অর্থকে কেন্দ্র করে অর্থনৈতিক জগৎ আবর্তিত হয়।’ আধুনিক অর্থনীতি, সমাজ, রাষ্টীয় অর্থনীতি এবং আর্থ-সামাজিক কাঠামোতে সবচেয়ে বেশি ভূমিকা রাখে অর্র্থ। 
বর্তমান বিশ্ব পরিক্রমায় অর্থকে কেন্দ্র করেই বর্তমান অর্থনৈতিক জগৎ প্রতিনিয়ত আবর্তিত হচ্ছে। প্রাত্যহিক জীবনে আমাদের অর্থনীতির গুরুত্ব ব্যাপক ও অনস্বীকার্য। বিশিষ্ট অর্থনীতিবিদ ক্রাউথার যথার্থই বলেছেন, ‘অর্থনীতিতে, সমাজ জীবনে, ব্যবসা-বাণিজ্য সংক্রান্ত কার্যাবলির ক্ষেত্রে অর্থ একটি অনবদ্য আবিষ্কার, যাকে কেন্দ্র করে বাকি সবকিছুই প্রতিষ্ঠিত।’ সুতরাং আধুনিক অর্থনীতিতে অর্থের গুরুত্ব অপরিসীম।
এছাড়া বর্তমানে অর্থনৈতিক লেন-দেনের ক্ষেত্রে সারা বিশ্বে ক্রিপ্টোকারেন্সি বা বিটকয়েন নামে বহু নামে এক ধরনের পিয়ার টু পিয়ার ব্যবস্থা প্রচলন করার চেষ্টা চলছে। কিছু কিছু ক্ষেত্রে কতিপয় দেশ বিটকয়েন ব্যবহার চালু করে থাকলেও দেশের সরকার তথা ব্যাংকিং প্রতিষ্ঠানসহ অর্থ আদান-প্রদানকারী প্রতিষ্ঠান ক্ষতিগ্রস্থ হবার আশঙ্কা থাকায় বিটকয়েন পদ্ধতি গ্রহণযোগ্যতা পাচ্ছে না। মূলতঃ বিটকয়েন এর ক্ষেত্রে তৃতীয় পক্ষের কোন নিয়ন্ত্রণ থাকে না বলে এ ডিজিটাল মুদ্রা বিনিময় করছে তা অন্য কেউ জানতে পারে না। আবার পরিচয় গোপন রেখেও এটা দিয়ে লেন-দেন করা যায়। তবে এর এনক্রিপটেড লেজার সব লেনদেনকে ঝুঁকিপূর্ণ হওয়া থেকে নিয়ন্ত্রণ করে। ক্রিপ্টোকারেন্সির মূল্যের উপর কোন দেশের সরকারেই হস্তক্ষেপ করার ক্ষমতা নেই। তাই পৃথিবীর অনেক দেশেই এ ডিজিটাল মুদ্রার উপর সরকারের নিষেধাজ্ঞা রয়েছে।
সারা পৃথিবীতে প্রায় হাজারেরও উপরে সাংকেতিক মুদ্রা রয়েছে। এগুলোর মধ্যে রয়েছে, বিটকয়েন, ইথেরিয়াম, লাইটকয়েন, রিপল, মোনেরো, ড্যাশ, বাইটকয়েন, ডোজকয়েন ইত্যাদি তবে এগুলোর মধ্যে বিটকয়েন সবচেয়ে বহুল পরিচিত। তাই ভবিষ্যতে অর্থনীতি বা আর্থিক লেন-দেনের ক্ষেত্রে এগুলো যুক্ত হলে আর্থিক ভাবে কারা সফল কিংবা বিত্তশালী বা বিত্তবান তা নির্ণয় করা কঠিন হয়ে পড়বে।

বিত্ত বলতে কি বুঝায়? তা সংক্ষেপে আলোচনা করা হলো। বিত্তের আভিধানিক অর্থ হচ্ছে মূলতঃ ধন, সম্পদ, দৌলত। তবে এর প্রতিশব্দ হিসেবে যা আছে তা হচ্ছে টাকাকড়ি, ধনদৌলত, ঐশ্বর্য, প্রভাব, প্রতিপত্তি, বিভব, বিষয়-আশয়, জায়গাজমি, সম্বল ইত্যাদি। অর্থাৎ বিত্ত সাধারণতঃ আর্থিক সঙ্গতির উপর নির্ভরশীল। যার আর্থিক সাবলম্বিতা বেশী তিনি বেশী বিত্তবান বা বিত্তশালী। অর্থের যোগানের সাথে বিত্তের একটা মেলবন্ধন রয়েছে। আর্থিক ভাবে অস্বচ্ছ¡ল ব্যক্তি কখনই বিত্তবান বা বিত্তশালী হতে পারেন না। সংগত কারণেই অর্থের মাপকাঠি দিয়েই বিত্তের প্রধান সূচক নির্ণীত হয়ে থাকে।
